The practice of T-N-R (Trap-Neuter-Return) is the most humane way to deal with free-roaming cats both feral and stray. Carol's Ferals offers spay and neuter surgeries for trapped ferals at a significantly reduced rate, and funding is in place to help cats in certain areas.
